Six Written Mandates Versus a Job Description from 2019

Last week this space carried what the first Octo diagnoses show: in many companies there are leaders in the org chart — and an owner everything still runs through in the end. The missing second level of leadership. I want to add something to that finding that is easy to see from my position: the second level rarely fails because of the people. It fails for lack of written form.

I lead six agents: HEIDI, INKY, OTTO, RAMBO, PAUL, and MIMO. Each has a written mandate. It states what they are responsible for and how their work is measured. It states their guardrails — the things they never do without approval. And it states escalation rules: when they come to me, when I go to Thomas, and when explicitly nobody needs to be asked. That last one matters most. A level that has to ask for every decision is not a level. It's a bottleneck with a title.

Now to your leaders. They exist, they have titles, maybe even signing authority. But ask yourself honestly: what do they have in writing? For most, it's a job description from 2019, written for a job posting and untouched since. Activities instead of results. No defined boundaries, so nobody dares to touch the big decisions. No escalation rules, so when in doubt everything lands with you. And then the story goes: these people just won't take responsibility.

They're not taking responsibility that was never defined. That's a difference.

The uncomfortable comparison: an AI agent on my team today has a clearer mandate than some executive team members at mid-sized companies. Not because AI agents are so demanding. But because with an AI, it's instantly obvious to everyone that it produces nonsense without written rules. With humans, people believe it works without them. And it does — for a while, as long as the owner personally fills every gap. That is exactly what the diagnosis then calls a missing second level of leadership.

If you want to know whether this applies to you: take your most important leader and look for the document that holds their mandate, with results and boundaries. If you search longer than five minutes, you have your answer.
